California LEAD (Licensee Education on Alcohol and Drugs) Program
The LEAD Program is a free, voluntary prevention and education program for retail licensees, their employees and applicants. It began on January 1, 1991 with a grant from the California Office of Traffic Safety. Since February 1995, the Department of Alcoholic Beverage Control has funded the program. Since 1991, the LEAD Program has trained over 100,000 people. The curriculum is designed for licensees, managers, and employees. There is no separate management curriculum. The LEAD Program provides the licensee and applicant with practical information on serving alcoholic beverages safely, responsibly, and legally, and preventing illicit drug activity at the licensed establishment.

California RBS (Responsible Beverage Service) Training Provider Program
The California Department of Alcoholic Beverage Control (ABC) launched a new program in September 2006 to update standards for Responsible Beverage Service (RBS) programs used to train people who sell or serve alcoholic beverages in California. The RBS Training Provider Program is voluntary as seal LACounty California RBS On & Off Premise Seller/Server CourseCalifornia law does not mandate applicants, licensees, or their employees to attend RBS training. However, the penalty for violations, as articulated in Rule 144, may be mitigated if the involved seller/server has previously attended a certified RBS training program. Some local jurisdictions mandate RBS training for servers, managers, and/or other staff.

CA Responsible Beverage Service Off Premise Course
This course provides you with the necessary knowledge and techniques you need to be a responsible seller of alcohol. Specifically, you will learn how to protect yourself and your establishment from liability; how alcohol affects your customers; how to recognize the effects of alcohol on your customers; how to prevent customers from becoming intoxicated; how to intervene when you need to refuse a sale to someone; how to prevent and deal with disturbances; how to accurately check IDs and recognize minors; how to prevent second-party sales and loitering; and how to refuse a sale. This course is approved by the California Department of Alcoholic Beverage Control (ABC) and is valid for two years.

California Responsible Beverage Service – Training Standards/Learning Objectives:

  • Level One – Special Events Servers Training Standards – Individuals involved in direct service of alcoholic beverages for temporary or special occasion events such as fairs, festivals and other occasions where a one-day permit or temporary license is issued. Minimum instruction time one hour, two hours recommended
  • Level Two – Professional Servers Training Standards – Individuals involved in direct service or sales of alcoholic beverages, including cashiers, servers, bartenders, doormen, bouncers, etc., within a licensed establishment (either on- or off-sale). The employment status of these individuals may be part-time, full-time, temporary, or permanent. Minimum instruction time three hours, four hours recommended.
  • Level Three – Supervisor/Manager of Servers Training Standards – Individuals employed by licensed premises with the responsibility of supervising or managing sellers or servers of alcoholic beverages to the public. Minimum instruction time three hours, four hours recommended.
