Hawaii Online Alcohol Bartender & Seller-Server Certification
The county of Honolulu has more than 1,500 liquor licensed establishments operating within its boundaries. In accordance with a 1993 law, all managers and bartenders working in these establishments must attend a five-hour server training program established and administered by the Honolulu Liquor Commission. Further, they must pass a test based on this program every four years.
Hawaii Responsible Alcohol Seller-Server Training
Hawaii has various laws regulating the legal age an individual needs to be to consume, sell, or serve alcoholic beverages and other regulations regarding the sale and service of alcoholic beverages. Within Hawaii, the legal age to consume alcoholic beverages is 21. There are also rules and regulations regarding what is required to become a bartender in Hawaii.
Honolulu Alcohol Seller-Server Certification
For restaurant licensees, managers and bartenders are required to register with the commission, and to successfully complete the alcohol server training program given by the commission. Certification is valid for four years. A bartender may be issued a certificate of registration for another licensed establishment without retaking the server education course if the bartender had successfully completed the server education course within the past two years. The goal of the Comprehensive Server Training Program is to prevent highway fatalities and injuries caused by impaired drivers. In order to more effectively achieve this goal, Honolulu Liquor Commission members met in 1996 to establish a focused set of objectives including:
- Continuing the existing server training program in Honolulu so as to comply with mandatory training required for all managers and bartenders
- Develop a quarterly newsletter for distribution to approximately 1,500 licensees throughout Honolulu County
- Develop and sponsor a seminar on Juvenile Crime and Integrity Leadership
- Create a series of educational handout materials
Kauai Alcohol Seller-Server Certification
Licensees must be familiar with the liquor laws of Hawaii and the rules of the Kauai County Liquor Control Commission. A license will not be issued or renewed unless the commission is satisfied that a licensee is familiar with the above laws. Licensees must also ensure that the employees of their establishment are familiar with these same laws, as follows:
- All licensees must have a copy of the liquor laws of Hawaii and the rules of the Liquor Control Commission available on the premises at all times.
- A manager of an on-premise establishment must successfully pass an exam from the county on the liquor laws and rules and regulations of the Commission.
- Upon Commission approval, the manager will be issued a blue card that is valid for five years.
- A manager must have a valid blue card before being employed as a manager of an establishment.
- A licensee must register the employment of a manager with the commission by submitting a notice of employment of the person.
- All licensees must submit a list of all management personnel, on forms provided by the Commission, to the Commission by July 31 of each year.

Maui Alcohol Seller-Server Certification
A licensee must designate, and the Department approve, a person 21 or older to be the person in charge on the premises during all hours of operation. This person must have attended an alcohol server training course provided by the county, and passed an exam on the liquor laws and rules of the commission to be certified. Certificates are good for 4 years and are renewed by re-examination. The rules and regulations of the Maui County Liquor Control Commission are located on the Web at:

Hawaii Alcohol Seller-Server Certification
Licensees must have at least one person in charge, who is at least 21 years of age, on the premises during all hours of operation. This person in charge must take a free alcohol education course for managers offered by the Hawaii County Office of Liquor Control. Once the course is completed, the person in charge can apply for a liquor card from the Office of Liquor Control. The fee for the card is $2.00, and it is valid for 5 years. This course is approximately 3 hours in length and provides you with all the necessary knowledge and techniques you need to be a responsible server of alcohol.
