Utah Responsible Alcohol Beverage Awareness Training Course
In 1987, Utah became the second state in the country to require training for all on-premise alcohol servers. Ten states now have mandatory server training laws and six have voluntary programs. Training for the responsible service of alcohol was not the government’s idea. Before 1987, Utah’s hospitality industry was already providing this training on a voluntary basis through programs developed by the National Restaurant Association and the American Hotel & Motel Association. The resulting legislation established a mandatory Alcohol Training and Education Seminar for employees of businesses that serve alcohol for consumption on the premises.

This course provides you with all the necessary knowledge and techniques you need to be a responsible server of alcohol. Specifically, you will learn how to protect yourself and your establishment from liability, how alcohol affects your customers; how to recognize the effects of alcohol on your customers, how to prevent customers from becoming intoxicated, how to intervene when you need to cut someone off, how to prevent and deal with disturbances, and how to accurately check IDs and recognize minors.
Who has to take the course?
- Every individual who is employed to:
- a. sell or furnish alcoholic beverages to consumers for consumption on the premises, or
- b. manage or supervise the service of alcoholic beverages; must complete an Alcohol Server Training and Education Course.
- Alcohol servers, managers, and supervisors must take and pass the seminar every three years.
- Persons holding an ownership interest in an on-premise licensed establishment must also take the seminar if they perform duties as a manager, supervisor, or server.
Required Every 3 Years and Within 30 Days of Employment
The Utah alcohol certification program is required to be repeated every three years to keep certification current and educate people on changing laws and rules within the state. Owners of establishments that serve alcohol for on-premises consumption are only required to take the course if they also work as a supervisor, manager, or server in the establishment. If they are completely hands-off, and only act as an owner, the seminar isn’t required to be completed. This course is to be completed within 30 days of employment for all employees and supervisors.
Our E.A.S.Y. off-premise alcohol seller training program is approved by the Utah Department of Human Services – Division of Substance Abuse. This online training course meets all the necessary state requirements for you to receive your official Utah E.A.S.Y. alcohol seller certification.
Once a server or manager takes the training seminar for Utah alcohol certification, they are registered in the Alcohol Server Training System with the Utah DSA. This allows employers to check the status of servers’ certification, as well as to search for a server to see if they have completed the course or not. All servers will be listed in this database, which means that if an establishment has an employee who says they completed the course, they will need to contact the Division of Substance Abuse to confirm that the server is, in fact, certified to serve alcohol in the state of Utah.
The state law requires that people learn five different areas of information in the seminar, including:
- Alcohol’s effects on the body and behavior as a drug, the ability to recognize a problem drinker,
- Utah alcohol laws,
- How to deal with customers that cause problems, and
- How to discuss alternative transportation with customers who need assistance, whether they know it or not.

How to look up a server
There is a web-based computer program that functions as a registry for the people who have been certified to serve alcohol in the Utah. It is maintained by the Division of Substance Abuse and called the Alcohol Server Training System. You can use it to search for the name of a certified server. You may also use the system to verify the term of a server’s certification and when it expires. The link to the Alcohol Server Training System is:

On-Premise vs. Off-Premise Alcohol Sales
- On-Premise: Every individual who sells or furnishes alcoholic beverages to the public must complete an Alcohol Server Training and Education Seminar if that person is furnishing the alcohol for consumption on the business premises. Our ON-PREMISE Beverage Server Training has been approved by the Utah Division of Substance Abuse and Mental Health. Certification is good for three years and the course is three hours.
- Off-Premise: The Eliminate Alcohol Sales to Youth (E.A.S.Y.) Law (S.B. 58) was passed by the 2006 Legislature, and became effective July 1, 2006. The E.A.S.Y. Law limits youth access to alcohol in grocery and convenience stores, authorizes law enforcement to conduct random alcohol sales compliance checks, requires mandatory training for each store employee that sells beer or directly supervises the sale of beer, and funds a state-wide media and education campaign to alert youth, parents, and communities of the dangers of alcohol to the developing teen. Our E.A.S.Y. Off Premise Program is approved by the state of Utah and is an authorized program as required by Senate Bill 58, Eliminate Alcohol Sales to Youth. The Learn2Serve E.A.S.Y. class is for sellers of beer for “off premise” consumption in stores such as convenience stores, grocery stores, super markets and others. The Learn2Serve E.A.S.Y. program is not for restaurant, bar and club servers, bartenders or any others that serve for “on premise consumption”.
