Stormwater runoff from construction activities can have a significant impact on water quality. As stormwater flows over a construction site, it picks up pollutants like sediment, construction debris, and chemicals such as gasoline, fertilizer, and paint. Polluted stormwater runoff can harm or kill fish and other wildlife. Sedimentation can destroy aquatic habitat and high volumes of runoff can cause stream bank erosion.
The CDOT Stormwater Management course is the recipient of the Environmental Education Partnership award granted by the Colorado Alliance for Environmental Education. It is the Certification Course for the Colorado Department of Transportation (CDOT) – Erosion Control Supervisor (ECS).
CDOT – Colorado Stormwater Management During Construction
The course will cover Colorado Stormwater requirements and permitting, legal requirements, erosion and sedimentation at construction site, installation requirements and inspecting and maintaining construction sites.
Purpose of CDOT Stormwater Management and Erosion Control
The purpose of the Colorado Department of Transportation (CDOT) Stormwater Management and Erosion Control course is to learn the principles and practices of erosion and sediment control during construction activities.
CDOT starts construction after a CDOT project has been planned and designed and the stormwater management plan (SWMP) has been developed. CDOT’s Water Quality Program staff strive to ensure that CDOT construction projects do not contribute to stormwater runoff by making sure that all water quality permits, certifications, spill containment and countermeasure plans , and the stormwater management plan are followed. Erosion Control Supervisors/SWMP Administrators are required for each construction site with a permit. The Regional Erosion Control Assessment Team (RECAT) conducts inspections of the project site to ensure compliance with the permit.
CDOT - Stormwater Management in Construction Overview
CDOT – Stormwater Management During Construction – 8hrs
Description
The CDOT – Stormwater Management During Construction 8hr course is the certification course for the Colorado Department of Transportation (CDOT) Erosion Control Supervisor (ECS). This program has been developed for the Erosion Control Supervisor responsible for the proper installation, maintenance, and inspection of Best Management Practices (BMPs) for the control of erosion and sedimentation at construction sites. The program covers:
- Colorado Stormwater requirements and permitting
- Erosion and Sedimentation at a construction site
- Types of Best Management Practices for specific situations to control erosion and sedimentation
- Installation requirements for construction site
- Inspecting and maintaining construction sites
Newly updated! Fully interactive training written by industry experts!
Hours: 8 hours
Pre-Requisites: None
Intended Audience
This course is intended for occupations including:
- CDOT Project Managers and Project Engineers
- Hydraulic Engineers
- Region and HQ Environmental/Water Quality/Specialists
- CDOT Consultants
- Local Agency personnel or consultants for projects that are built on CDOT ROW
Learning Objectives
At the conclusion of this course, you will be able to:
- Describe the process of erosion and sedimentation.
- Describe the installation requirements for BMPs for erosion and sediment control.
- Describe BMPs to control sources of pollution on construction sites.
- List the duties of the Erosion Control Supervisor.
Module Quizzes and Final Exam
All module quizzes require a score of 70% to proceed forward in the course. The exam will test your knowledge on information covered throughout the course. You must make a score of at least 70% to pass this course. You will be given up to three opportunities to pass each quiz and the final exam. If you do not pass after three tries, you will be locked out of this course will no longer be able to take your Outreach training in an online format.
Course Completion Certificate
Upon successful completion of the course, you will receive a printable certificate of completion which is accepted by OSHA as documentation of training.

Required Colorado Land Disturbance Permits
Most land disturbance activities require a Grading Permit or a Notice of Intent. If the area of disturbance is greater than one (1) acre you must also obtain a Construction Site Stormwater Permit from the Colorado Department of Public Health and Environment (CDPHE). Detailed permit information can be found on the Colorado State Water Quality Permitting page.

Erosion and Sediment Control (ESC)
Eroded soil at construction sites can pollute rivers, streams and lakes via stormwater runoff. One way to keep this pollution to a minimum is by implementing erosion and sediment control structural best management practices. Erosion control devices make physical contact with the soil to prevent it from eroding. Examples are:
- Turf Reinforced Matting (TRM)
- Erosion Control Blankets
- Compost Blankets
- Tackifier
- Bonded Fiber Matrix
Sediment control is a method that traps or filters sediment that has eroded and is being carried by runoff. Examples are:
- Sediment Pond
- Silt Fence
- Straw Wattles
Successful stormwater management during construction contains erosion control to prevent soil from being dislodged AND sediment control to limit the amount of sediment transported offsite. (See Tips for Controlling Sediment at Construction Sites – PDF)
